statement on November 17th. Carr is the highest-ranking Republican on the FCC. He was appointed to the commission by Trump and has been a member of the commission since 2017. He
previously served as general counsel for the FCC and as counsel to FCC Commissioner Ajit Pai. “Commissioner Carr is a champion of free speech and has fought against the
regulatory laws that have stifled Americans' freedoms and slowed our economy. “He will end the regulatory onslaught that has crippled job creation and innovators in America,”
Trump said in a statement. Carr said he was honored to serve as chair and featured in a series of posts on equity and inclusion (DEI). This appointment could impact how the FCC
treats satellite broadband in federal funding programs. Carr was highly critical the FCC's decision to remove Starlink funding in the Rural Digital Opportunity Fund (RDOF). He
exhibited several statements appealed the decision on the grounds that it exceeded the Agency's authority and challenged the standard of review applied in the decision. He recently
called for a "more nuanced discussion" about how satellite broadband will be addressed by the FCC in the commission's formal investigation into the state of broadband in the United
States. Carr said the FCC has treated satellite broadband not as a true competitive option, but as an approach that makes more sense in the context of large-scale deployments in
low Earth orbit (LEO). “A refresher on the competitive importance of satellite broadband is long overdue. In fact, [the report] should take a fresh look at new and existing
sources of intermodal communication“Competition,” Carr said in one September statement. Carr is an author FCC Section the conservative policy document Project 2025, in which he
advocates for stronger regulation of Big Tech, combating TikTok's threat to national security and faster approval of new satellite technologies. After Trump won the election
earlier this month, Carr issued a statement that offered insight into the Republican-led FCC's priorities. “When the transition is complete, the FCC will play an important role

enforcement. “The FCC can and must deliver results for the American people,” Carr said Nov. 7.
